台灣商人陳世憲近日涉嫌供油給北韓，現在又有律岡聯合企業公司租用貨輪協助載送越南無煙煤轉賣。國台辦發言人馬曉光31日對此表示，「如果屬實，我不知道美國做何感想。」

馬曉光說，要糾正一下，所謂台商，他是台灣的商人，不是在大陸有投資的台灣工商業者，避免引起大家的誤會，「當然我也關注到，近一段時間以來，台灣當局在相關問題上不斷地向美國表忠心、獻愛心，但是如果這樣的報導屬實的話，我不知道美國人做何感想。」

台籍高洋漁業公司承租的香港籍貨輪「方向永嘉號」2017年10月時，因為涉嫌違反聯合國禁令運送石油至北韓，負責人陳世憲遭到高雄地檢署傳喚，並被依涉嫌偽造文書等罪，150萬元交保候傳，法務部也因此依反恐制裁機制，凍結陳世憲及其公司之資產。陳世憲則是否認賣油給北韓，僅坦承出口報關不實。

除了陳世憲事件以外，台北地檢署又再次查獲，律岡聯合企業公司負責人江?涉嫌在2017年8、9月透過中國人士租用貨輪，開往北韓南浦港載送價值300萬美金（約8700萬新台幣）、4萬多噸無煙煤，隨後透過關閉衛星定位、購買不實產地證明、偽造航行日誌等躲避查緝，運往越南外海轉售牟利，此舉已違反聯合國安全理事會制裁決議。
